Council signs joint venture agreement

Arcadis and Powys County Council have signed a joint venture agreement to develop the council’s estate and maximise its value to support the delivery of front line services. 

The Powys Real Estate Partnership (PREP) has been established for an initial 10-year basis, with the option to extend for a further five years.

Under the partnership, Powys can call upon Arcadis to deliver a range of estates-related services and pre-development activities to develop assets across the county, including former libraries and office buildings.

This may include involvement across multiple sites around the county with a variety of existing and potential uses, including identifying a range of development opportunities, offering strategic advice, and helping to create supply chains for delivery for specific projects.

Cabinet Member for Property Councillor Phyl Davies said: “We are very excited to be entering into a partnership with Arcadis, who have a wealth of property expertise. We want to ensure that we create the best value from the assets that we have to help deliver our services and provide regenerative outcomes for the citizens of Powys.

“Having a commercial partner will hopefully unlock more opportunities for the council and provide us with the ability to manage larger strategic reviews of our estate. A project supported by Welsh Government, this partnership demonstrates the innovative way in which Powys County Council is tackling the increasing pressures facing all councils.”
