Residents are being warned that they will be fined if they dump their bin bags next to public bins.

It comes after an unnamed Welshpool resident avoided court by paying a £75 fine after ignoring warnings from the County Council’s Waste Awareness & Enforcement Advisor.

“Following concerns reported by street cleaners about rubbish being put out on the street in between collections, our local Waste Awareness & Enforcement Advisor visited to help educate about waste prevention and recycling and supplied leaflets and additional recycling boxes,” said a spokesperson. 

“When their behaviour persisted we served a legal notice on the household under Section 46 of the Environmental Protection Act 1990, instructing them how to use the household waste service and when further issues occurred we issued a £75 Fixed Penalty for breach of the notice which has now been paid to discharge their liability for the offence and settle the matter out of court.

“When we serve a legal notice, we are no longer asking, we are telling you how to use the service properly and in cases of persistent abuse we will follow through with appropriate enforcement action.”

Over the weekend we reported that there was a sharp drop in the percentage of rubbish we are recycling in Powys.
