High School faces budget deficit

Welshpool High School will face a budget deficit this financial year and has been put on a licensed list by Powys County Council.
 
Powys has confirmed that 21 primary and five secondary schools are planning budget deficits totalling more than £2m, forcing them to take special measures brought in by the Welsh Government to monitor school budgets. Leighton Primary School is also in the same position.
 
Under those Welsh Government funding regulations, the county council is required to license schools planning a deficit budget. The council can also claw back monies when schools hold substantial surpluses.

Cabinet Member for Learning and Leisure, Councillor Stephen Hayes said: “Under a scheme for financing schools we are allowed to license deficit budgets up to a certain level - £50,000 for primary and £100,000 for secondary - provided that a balanced budget can be achieved within three years.

“Twenty six schools are planning deficit budgets at the end of the financial year, we are recommending that 14 are licensed by the Cabinet but that the remaining 12 are not licensed.

“The current deficit position shows the serious challenges facing many of our schools with falling school numbers creating significant financial pressures.

“Our officers will continue to work closely with the head-teachers and governing bodies of schools to identify the reasons for the budget positions and develop solutions to tackle problems.  I am confident that the findings and our support will help governing bodies bring budgets back into a balanced position.”
 
The remaining 80 primary, three special and eight secondary schools are planning for budget surpluses of nearly £3m by the end of the financial year in March 2012.
