County councillors in Powys could see their annual allowances increase by 6.4% from April 2026, under draft proposals published today by the Democracy and Boundary Commission Cymru.
The Commission’s Draft Annual Remuneration Report for 2026-27 recommends raising the basic salary for county councillors to £21,044, up from the current £19,771. The rise is linked to average Welsh earnings, which are measured through the Office for National Statistics’ Annual Survey of Hours and Earnings.
If approved, the increase will affect all elected members of Powys County Council, including those representing the Newtown area. Councillors holding senior roles such as leader, cabinet members, or committee chairs would also see their additional allowances rise in line with the 6.4% uplift.
Allowances for members of town and community councils, including Newtown and Llanllwchaiarn Town Council, would remain unchanged.
The Commission said it believes linking councillor pay to average earnings is important in ensuring the role remains accessible while balancing affordability for local authorities.
The proposals are now open for public consultation until November 18, 2025. The final report will be confirmed early next year before taking effect from April 2026.
