School given two years to comply with transport rules

Llanfyllin High School has been offered two years to comply to financial regulations banning the use of school funds for transport to protect affected pupils.

Powys County Council Cabinet has agreed to give the school two years to comply with financial regulations that prohibit the use of delegated school funds to subsidise transport - but they must increase charges to match those levied by the county council.

Deputy Leader and Cabinet Member for Finance, Councillor Wynne Jones said: “We have thought long and hard about this but on balance we felt that allowing a two year period was in the best interest of innocent parents and pupils who have been left in a difficult situation through no fault of their own.

“The school’s failure to comply with a policy that prevents schools from spending delegated funding on school transport has placed parents and pupils in an impossible position at a crucial time in their education.

“The parents were not told that the transport scheme was outside of policy and could change or be challenged at any time. Parents who use our vacant seat scheme to transport pupils to schools outside of their catchment know that the scheme is limited and could be withdrawn at any time.

“Parents and pupils at Llanfyllin were not given the same information, they were misled by the school and that is why, in the interest of fairness to pupils, we are allowing two years to comply with the policy.  

“In the meantime the school will be required to make sure the transport charges at Llanfyllin match those of the Powys Vacant Seat Scheme.

“We understand that the decision may anger those schools in the county who complied with the financial regulations from the outset. They may feel we are rewarding poor practice, but our decision has been taken purely to protect those innocent pupils at an important time in their learning.

“The offer is subject to the chairman of the governing body agreeing in writing that they will be compliant with financial regulation 5.2 from September 2018,” he added.
