Dog fouling: Call for on the spot fines

The Welsh Conservative Group on Powys County Council has called for on the spot fines to be issued for dog owners not picking up after their pets.
                       
The Tories believe that the powers given to Powys County Council on April 2011 in enforcing on and off street parking across the county should be extended to dog fouling issues too.
 
Their Leader on the Council, Cllr Aled Davies, has written to the Council’s leader to ask him to give careful consideration to the suggestion.
 
Cllr Davies said: “The new civil enforcement officers have been handing out parking tickets and we think that they should be given additional powers to clamp down on the dog mess that is blighting the streets of our towns.
 
“Currently, the only members of council staff that have the power to levy these fines are office based environmental health officers. Given the financial constraints that the council is currently operating in, we could not justify asking for additional employees to do this job.
 
“However, as these enforcement officers are already out patrolling our streets where fouling is prevalent, we simply believe it would be a good use of resources to afford them these extra powers; powers which we feel wouldn’t hinder them from maintaining good traffic conditions across the county.”
 
Montgomeryshire AM Russell George said the council needs to “get tough” on the issue.
